Useless
It looks like this app is already from the past as it doesn’t fit today’s iPhone XS max. Hovering over the sensor doesn’t always work so personally I find it useless.

Awesome concept, clear instructions and it works. Bumping my head as a beginner in programming I don't even want to know what kind of insane genius brain/brains that it took to pull this off. Bravo 👏 and I hope the idea and the app burgeons with time. Give me even more excuses to use. 👍
Does not work as expected
Tried on two iphones and an iPad pro. Does not work consistently. I managed to get through the tutorial in 25 tries.

Flawed in concept
Let me start with the good news. The good news is that this app works as designed. When you swipe up or down above the bar the page will move up or down.
The bad news is that is that it's flawed in its design. It's much quicker to scroll up or down with your finger then it is to use your whole wrist and hand to swipe just to scroll a page up or down
