Bad game

I tried to play this game on my iPad but when I join it just says to check my Internet connection even though I have full bars

Can’t get on this game???

I played this game for about three weeks love it but I couldn’t make any cash purchases, when I sent owners of the game an email to ask why not only did I not get a response, but now I can’t even get on the game anymore. Every time I try to reopen the game it come up game out of sync a ( code 10 error ) what ever that is. I have deleted the game multiple times and reloaded it but still can’t get it to work. If someone could help me get back on that would be great.
