Poor discussion structure

It should be possible, with permission, for anyone voting to see the rationale or comments from others who have voted, or for discussions to be much more intuitive and user friendly. At the moment, discussions are difficult, and comments can only be seen by administrators. Needs dramatically improved. Otherwise app is ‘ok’.
