Not a free app. You must pay to use and it’s a service rather than an app...you must be connected to their server to use the service.
The grammatical mistakes in the documentation is a big clue that English is not the developers’ first language. I am personally not comfortable investing in a service (seems to be subscription based) that is this sloppy with its presentation.
Your mileage may vary, of course, but I’m not interested in this.

We are sorry that the app does not meet your requirements and we are not a native English speaking company. But the app description, our home page and our video tutorials say that „CasinoWare Tournament Control“ is not a stand-alone app. If you run the free macOS package, which includes a server, you can use the free Tournament Control app as well. It is not true that you have to connect to any of our servers to run the software. Just the registration process creates a license key.
