Excellent Premise!
It’s a very cool idea, but execution leaves so much to be desired. The AI that tries to capture territory at the beginning is so dumb it’s not even competitive. In fact, I broke the game by capturing all of the territory in phase 1. The game had no cities for phase 2, so the game just stuck there.
