Not CirculAR Text, but can Circle Letter

I’m looking for an app to draw a circle or curve and write my own text to utilize/place and format on top of an (ideally my own imported) image. I gave this three stars because the developer did not expressly say it did that, but the description using circle and text implies that it does more than what it does-to me. Very simple, maybe useful for something. The developer does explain it and I likely read more into it, but someone please develop the above (well; most apps seen so far have poor reviews)
