DCM Admin stands for administrators and board of members of Digital Video Content Monitoring Team. This app needs to allow notifications permission to know the client user actions such as video and audio uploading. An administrator can do not only comment writings but also can do approving or rejecting of your uploaded videos or audios, but the board of members only can do writing comments. If you didn't allow notifications permission, you couldn't get notifications.
