Europe, 2029. Artificial intelligence is accelerating, secure work is disappearing, industrial models are breaking, and twenty-seven governments disagree on both the diagnosis and the cure.
Doom Loop: European Union is a political-economic strategy game about governing the EU through the automation shock of 2028–2038.
You do not govern a federal country. You assemble authority from the European Parliament, Commission, Council, national elections, courts, bond markets, and citizens who experience the same crisis in radically different ways.
Every six months, choose the major actions that will define the decade. Build a European employment guarantee. Share work through a thirty-two-hour transition. Tax automation rents and mobile capital. Issue common debt. Rebuild strategic industry and the continental grid. Reform vetoes. Defend national sovereignty through structured opt-outs—or attempt a democratic European Union capable of acting as one.
Policy is only half the challenge. Start multi-turn transition projects across research, operational regulation, industrial deployment, and social adaptation. Only two projects can run at once, advanced projects require earlier capacity, and automation creates extra displacement when it outruns the weakest readiness track.
Every choice creates a blocking coalition. Common borrowing calms Italy and the South but can radicalise creditor states. Tax harmonisation funds the transition but threatens small open economies. Stronger rule-of-law powers raise legitimacy in some capitals and sovereignty pressure in others. Industrial policy creates jobs while exposing Europe to retaliation from the United States and China.
