Pre-alpha release maybe?

Install the game, tried to play it and it gave me a base that had obviously been playing a long time. Logged out and came back into another previously started diff base. There were no beginner tutorials or anything. This must be like a pre-alpha version because no company in their right minds would put out something this badly made.
