The look is not baked in at capture: the organiser can change it across the whole gallery afterwards, once the photos have developed. It works with no signal. A wedding in a barn has no bars. The photos leave on their own later, nobody has to do anything. What never leaves the party. Your photo library is never read: the app writes to it, it does not look inside. Hosting is in Europe.
