Neither on wifi nor on 4G... it says no internet line to accept license agreement and setup app. Iphone XR 13.1.1

Very buggy, especially the Touch ID implementation.
Bug
With iPhone if on setting you select Bold on text setting you are not able to see codes as it appear like 876.... Please correct on next release.
