It’s not at all intuitive, but if you’ve purchased this previously, click the button to purchase it again. It’ll show $1.99. Proceed with the purchase. Instead of charging you, you’ll get a notification that you’ve already purchased it and you’ll be able to proceed with the upgrade for no charge. At least that worked for me.
As others have mentioned, there’s now way to restore previous purchases after changing devices. I’m not paying twice for the same thing.
