IATA Delay Codes

Small content update — accuracy improvements: - Corrected several delay codes that were previously mislabelled, bringing them back in line with IATA / EUROCONTROL (AHM 730) standards. Most notably, code 87 is now correctly "Airport Facilities" (previously mislabelled), and codes 09 and 94 now use their correct alpha codes (SG and RS). - Improved descriptions and corrected category placement for codes 19, 22, 23, 24, 26, 27, 28, 39, 41, 42, and 48, amongst other codes. - Added code 29 – Late Acceptance (Air Mail), which was previously missing. - Various spelling and wording fixes throughout the code library.
