Fun, but a bug is blocking me from advancing

I have the vault upgraded fully to level 10, which holds $100m. The tier 4 oil refinery - transport rush 38/40 upgrade cost $120m, so I am unable to accumulate the total cash required to upgrade, preventing me from advancing to tier 5.

Canโ€™t access areas or other things

Cannot access diamond area to upgrade cruise Terminal Staff even though I have enough money to enable me to do this!
SSimAdventurer

Canโ€™t research Diamond mine.

I have $100.5B in my bank and the diamond research says $15B, but I canโ€™t click on it. I have all of the other buildings maxed out.
