Fun, but a bug is blocking me from advancing

I have the vault upgraded fully to level 10, which holds $100m. The tier 4 oil refinery - transport rush 38/40 upgrade cost $120m, so I am unable to accumulate the total cash required to upgrade, preventing me from advancing to tier 5.

Can’t access areas or other things

Cannot access diamond area to upgrade cruise Terminal Staff even though I have enough money to enable me to do this!

Can’t research Diamond mine.

I have $100.5B in my bank and the diamond research says $15B, but I can’t click on it. I have all of the other buildings maxed out.
