Paid $3.99 for Nothing

I purchased the pro version for $3.99, the only option to view recipes. There were no recipes so I restarted my phone, went back to the app, it again prompted me to pay the $3.99 one time fee for access. I tapped the restore button and the alert said word for word “Nothing to Restore. Your Purchase May Expired.”
Scam? Not maintained for sure.
