Doesn’t work with non Finland numbers
Even if you have data roaming enabled you won’t be able to create a Joe account without a Finnish number, try it if the other scooter app like Voi

I tried to use JOE scooter when it arrived in Lappeenranta, Finland first time was a great experience. It was fast and fun. Second time the scooter didn’t unlock and I was being charged anyway while trying contact the support. Third time the scooter did not accelerated and I had to change for a next scooter that was way slower than the first time I tried. The avg speed was 14,5 km/h . It happens during the day when the max speed should be up to 25. Quite disappointed and support is just an email. Not real time support.
