No way to change the zip-code that restricts local content.

Ok for iPhone but acts strange on iPad

If you open the app you just get the first page with an X in the lower right hand corner. You can't go to the other pages. If you select something from that first page it never turns off even when you go to another app that should interrupt the audio from than one. Only solution was to turn off the iPad and restart.
