In order to translate to English click the gear icon while in the city view.
The third box down is language settings, click that. Once there, click the right most box. Something will pop up and your game will reset in English. I figured this out the hard way.

Much Players with Multi Accounts boosting himself in Arena and Devs dont care about it. Its should not be allowed to do this in pvp.
Stay Away from that Game.
