This map was handy in Lisbon Lisboa and seemed to show my location even without internet connection

I have been using this application for a few years now I have traveled several places in Europe I’ve been to Jordan, Israel and cities in the United States and it is always accurate and easy to navigate. The zoom capability is second to none. It appears to use cell tower to accurately pinpoint your position and thus there is no need for internet or live data, but it works with it as well.

Preparing for a trip to Lisbon
The app is very useful for collecting all your options in one place. This allows you to prepare your itinerary. When you are in the city it’s easy to consult and check what’s nearby. Very good app.

I always use Ulmon maps when planning and visiting cities in Europe. They are the best!
Great for offline use
Very helpful - save all the places you want to go and navigate without needing to buy data. Only suggestion is I wish it also pulled in info from Yelp.
Awesome app
This free app has been awesome. When I have wifi, I research places I want to go in Lisbon and drop stars on them. Then I use the map offline to get there - or when we're wandering a new area, I check it to see if any of my wish list places are close by. Strongly recommend!
Not what I wanted
I dare say it's fine but I only downloaded as it allegedly had a Lisbon Metro map. If it does, it's well concealed. On top of that, the first time I tried to use it, I got a message saying an up date was required and then found it had downloaded the Ulmon Citymaps2go app.
Needless to say I'll be deleting them both
If you actually want to get around a wide range of cities try Citymapper instead.
