This app does not convert your videos into Live Photos. Instead, it simply lets you select a portion of your video, crops it to a clip of up to seven seconds, and exports that shortened clip back to your gallery as a video—not a Live Photo.
It never actually transforms your video into a Live Photo, despite what it implies. Save your money. Do not purchase this app.

Don’t waste your money
Live Photo wallpaper doesn’t work
Didn’t work
Paid $2 to convert a short mp4 file into a Live Photo. It said it did but it won’t let me set as a wallpaper. Waste of money.
Horrible
Requires you to pay to use the app, no functionality outside of that and requires a immense amount of money to be spent. Look elsewhere.
Will not export
Once video is uploaded it will not export Live Photo.
