App failed

I downloaded this app for free to my IPhone 6 plus. It asked to allow access to photos. I agreed otherwise I won't be able to use the app. It completed the download and the Icon appeared on my screen. I clicked it but won't open. What is this? I hope it won't hack my photos. I want to give a zero star but then it won't allow me to send so I gave it a one.
