wrong calculation of FDP

1-Out of Paris report time 10:00 lcl
UTC +1
3 sectors
All limitation are correct except for UTC which reads 2330 ,where it should read 2130Z
The reading will be correct if the if the Diff UTC is made to -1 hrs??!
2- this application doesn't allows modifying Max FDP tables
