Warum öffnet sich diese Application immer neu?

Jedesmal wenn man z.B Verse öffnet öffnet sich erst im Hintergrund die MDM App um einen VPN Tunnel bereitzustellen. Das ist zwar auf der einen Seite super doch warum muss die App im Hintergrund mitlaufen? Für was gibt es denn die VPN Einstellungen in der "Einstellungen" App vom iPhone?
