Doesn’t Synch in iCloud

I flowered the steps exactly and it didn’t synchronize nor do I know which photos synchronized unless I go to all photos as I figured out. They showed up in recent and not in the date it was time stamped. So if they actually did synchronize I need to know which photos were used in the Hoogle Takeout so I can delete them from Google Photos.
