Enforced verification charge

Suddenly received a pop-up screen that says “you have to verify your account” by paying £0.99 one off fee, and that you will be credited £1.39 to use on the app. Once the pop-up obligatory payment screen pops up, you can’t close it and therefore CAN’T contact the app developer using the app. Nor using the desktop version. So, I want my profile deleted completely, but can’t even do this either. So who has control of my data if not me??
