Cant create another virtual card

When I tried it, I recharge 5$ and tried to create the card and use it
After I put the card to my Apple ID it said card decline and it even deducted me 0.3$ dollar off for nothing
I can’t use it and it took my money!!!
Everyone said try to reissue the card and when I did it took me 3$ and the card still won’t work
When I contact through messenger they reply back send a photo and when I did they ignore the photos and ask me what is the problem again and won’t even give me back my money
It’s not my fault that I lost 3$ when reissued the card because the card didn’t work and how would I know what I’m supposed to do when they talk to me without any answer
What a stupid company!!!
