Hello, thank you for your feedback. Auto Join never fills the room completely. It always reserves seats for manual joining trainers. Therefore, no one has to use Auto Join to join a room. When there is a high demand for a single Pokemon it becomes a bit harder to join raid rooms than usual. But don't worry, this demand decreases over time and it gets easier to join a room manually!
