Fixes connection problems around proxies and WireGuard tunnels. The checks iOS makes to decide whether it has internet now always go direct, so a proxy that stalls for a few seconds no longer makes the device look offline. Failed name lookups inside a WireGuard tunnel no longer stack up on each other, which could stall apps for a minute or more, and an old tunnel is now shut down properly when it is rebuilt after a network change.
