Quill Court is a turn-based resource puzzle built around a simple loop: every round, you receive three policy options and must sign exactly one. Each choice shifts four tracked stats—Morale, Gold, Food, and Army. Push a stat too low or too high and the run ends. Keep everything inside the safe band (8–22) while still hitting each level’s goal before the final round. HOW A RUN WORKS • Preview the impact before you commit • Sign one policy per round—no undo • Survive scheduled events that can help or hurt your stats • Start most levels by choosing a run modifier (Edict) that changes how policies behave • Use Royal Veto once per run to discard a bad option and draw a replacement 12 LEVELS, 3 CHAPTERS Goals change from level to level: raise a specific stat, cap another, hold all four in the safe range, or land close to target values. Difficulty grows through tighter starting positions, more rounds, and trickier event timing.
