Your privacy policy is a really exercise in flimflam that means this when this could mean that but then again under certain circumstances and at the developers discretion anything can change at anytime and user has zero recourse but to delete the app (though all previous collection of user usage contact info etc.) remains with the developer even though that violates certain country policies in the EU and certain policies in USA which differ by state.
Sadly none of that concerns your right to be creepy and data mine baby drill drill drill
