No. Expensive with few features.
It costs $10 be able to set your own speech timing. You cannot choose the sounds it makes. You cannot turn off the feature that sounds like a bombing raid alarm. You cannot make a tone audible enough for a speaker to hear. The layout is not intuitive. It does a lot of annoying things that are supposed to be features but are not very well thought out. I tried setting the hard limit to zero and it wiped out my other timings for the speech. This is a very bad investment. Get one of the other free timers and it will work much better. This is probably the worst of all the timing programs.

The app’s sound volume follows your device’s volume settings. The “overtime” sound is meant to get the speaker off the stage and can be turned off from the configuration panel inside the app.
Hate this app
Not worth the money. I tried to delete times and it goes back to my home page. I even tried adding times, but does not save those times. It's a nice free app, but don't buy.
Junkie app
I bought this app because I'm a ToastMaster and this is all that was really out there. I do not believe it's worth what they're asking for. They're asking a lot of money for a simple timing app that is sketchy and keeps crashing when you try to delete customized timers. Hold your nose and buy it if you really must get this app. Disappointed in the asking price – it should only be $1.99 or $2.99 tops. I hope your lower your price for others so you don't rip them off like you ripped me off. I've bought apps before that were extremely more functional than this expensive dysfunctional app.

Custom Time Ranges Don't Affect Default Settings
I paid for the full version of the app so that I could add custom time ranges. After I created one, I tapped it and thought the default would change. It did not. I set a time between 1 and 3 minutes. I was still stuck with the default 5 to 7 minutes. I tried to delete the custom time range, and I was kicked out of the app. Please fix this issue!

Good app
Good app. Needs ability to totally hide ALL time so can be used in speech contests. Now the time appears when the color is displayed.

This app has good intentions, but it needs to go back to the drawing board. Waste my money
Doesn't work
When try to change the time a banner or drop down list shows blank, the app stops responding. Only option is to kill the session and start over, but it does not work anyways.

This free app is completely useless, there are only a few preset times,which aren't really all that practical, and you can't modify them so unless you want a 5 minute timer that turns yellow at 3 minutes and red at 1. This app is junk.
Works well
I used this in our meeting tonight and found it much easier to use than a simple stop watch. The sounds allow the timekeeper to concentrate on listening to the speeches and evaluations instead of watching the clock!
I would like a mute button or alternate sound effect settings as the final sound when going over the time limit is a bit too intrusive for my liking.

Goes to sleep and doesn’t wake up
Attractive interface, however…
This app does not override the autolock in the iPhone settings. This means your iPhone will go to sleep even if the app timer is running. This is unfortunate, considering that the built-in iPhone Clock app will stay awake in Stopwatch mode. In addition, even if Alert on Change is enabled in the app's Settings, an iPhone that autolocked while the app timer was running will not vibrate or wake up when an alert condition is triggered.
These problems are dealbreakers for me.

Überhaupt keine Einstellmöglichkeiten. Auf dem IPad legt sich Werbung über die Tabelle in der Speech Übersicht
