why did it say for the sinking thing was not free?

i like the game but the titanic game i saw the sinking sim was not free that is so dumb. Can you make a new game that you can not buy thing like a new game call titanic 6d sim and it need to be a game with the, sinking,diving and inside of the ship shipwrek free all of it can you make it in today and add it to the app store in 2027.
