Stops don’t exist?

Standing at a bus stop you enter the stop number on the sign and it’s supposed to tell you the next bus. Half the time it tells you there’s no stop by that number, and half the time it doesn’t show any busses coming…but then eventually one shows up. Not sure the point of this app as it doesn’t seem to work.
