Not in English! Only a tutorial?

This app seems to proportion that is a UML design tool. It is not! From what I can tell after having bought it, it's a tutorial on UML.

Some navigation screens have English labels. However, the views themselves are a mix between English and Chinese.

If you are like looking for a design too, this isn't it. Going to try to get my money back.
