Critical bug in the registration flow
The system does not block duplicate registrations. Re-registering an existing ID wipes the user's profile data but leaves the broadband account 'locked' to the old session. Because the broadband link is never released, users are permanently unable to re-bind their accounts. This is a significant data integrity issue.
