Missing the obvious
The missing USAPA Rules is an obvious and unfortunate oversight.
Why? If you’re app had the rules they would always be updated and from a creditable source - I have to remember to download the pdf file and remember where I stored it and remember to keep it updated.
Making your app more useful will drive more users and probably will prompt more users to become members.

The old bate and switch routine. Thought it looked cool but it actually lame and clunky. Not a fan.

Slow app with lots of links - I'd like to see the rulebook in the app with a good search feature. I know I can download the PDF of the rules and search it, by a great app with an easily navigated rule book might be a big hit.
Start again
Works as well on the phone or iPad as the website, which means no mapping ability. Why bother with this. Can't you find a kid that could code this from scratch and make it useful?
Terrible
Need a better developer. Tons of bugs. Pretty sure you would do better with a basic mobile app template. Relaunch.
