Love the game unplayable after level 20 not enough turns.

Love this game but it’s not possible to go beyond #18. Not enough steps, I’ve tried it 20 times but it can’t be done.
Fun game but
I decided to try this game and thought it was a lot of fun until I got to level 18. It says I have ten moves but there are 12 vehicles. Therefore I can’t go any further.
