確認メールが届かなかったため海外からのSMSが受信できない際の対処法を試してやっと確認メールがきました
検索 海外 sms 受信 ソフトバンク

アイフォン の再起動
ネットワーク設定のリセット
（Wi-Fiの履歴が消える）
機内モードオンにして15秒後オフする
モバイルデータ通信オンにする

携帯電話番号を入力して20秒待って
また違うのを試してと、
全て試して10ふんくらいでメッセージがきました。
