They will tell you before you purchase the product that they have virtual numbers available.
Once you've paid for the number, they will tell you they don't have that number and actually don't have any numbers. If you go through the Apple appeal process, Apple will not help you either. The company themselves, if you go through their support, have no interest in helping you whatsoever, and you won't get your refund back. I thoroughly recommend that you do not use this service, it's a scam.
