I have no idea what the small numbers to the upper right of the cloud mean? And why does the middle of the night have a full Shining sun? Why not make that a moon?indicating its night time?

I cannot find an accurate weather forecast from any app, including this one. One app will call for rain and another will show no rain.
Background
I don’t understand why the background has to be a male model with his shirt unbuttoned. What does that have to do with weather? Even a nature scene world be more appropriate
