This app works but is very expensive
This app does do a fairly rough written translation which appears in a band at bottom of page.
But it charges by the characters translated
100,000 characters costs $12.99
100,000 characters is not all that many words, if you want to read articles in foreign news.
In my opinion this is outrageously expensive for what you get.
