It does not show the time unless you open the app, the preinstalled clock is a live view on the home screen, your app does not show the time unless i lauch the app.

Two cities but no dual times
I wanted an app that showed my home time and my travel destination but ALSO
in both 12 and 24 hour formats both showing to train myself.

Hello. You can change the time format settings within the application.

All actions in the application are completely free. There is only a limit on the number of cities. I hope you will be able to use this for your purposes.
