What did we pay $9.99 for??? Am I missing something.

What did we pay $9.99 for??? Surely not for the opportunity to do absolutely nothing unless you pay more money to actually use the app? I’m honestly confused. Is it legal to sell an app that does nothing... And extort the buyer for more money to activate ANYTHING?! Please explain if I am missing something and there is actually anything you get for $9.99 other than looking at a photo of DJ wheels? If I am missing something, and the APP actually does anything for $9.99 please advise, or I will be writing Apple to get my money back and inform them of this scam.
