Verdict
The clearest difference is ads: Stackster at none against Tap Stacks's shown. Stackster also leads on rating (5.0 vs 4.6) and monetization model (free vs free with in-app purchases). Tap Stacks's advantage is ratings volume (11 vs 1). On price, in-app purchases and device support there is nothing between them.

Both are free to download. Tap Stacks sells 2 one-off in-app purchases and Stackster sells 1 one-off in-app purchase. Whichever you choose, the download price is not the number that matters.
Stackster holds the better App Store score, 5.0 against 4.6. That said, the two scores are not equally well evidenced: Tap Stacks has 11 ratings behind it against 1, so its average is the more settled of the two.
