Verdict
The clearest difference is in-app purchases: cineSync at none against Pixel Art Camera's 3. cineSync also leads on rating (5.0 vs 4.6) and iOS requirement (10.0 vs 15.0). Pixel Art Camera's advantage is update cadence (every 5 weeks vs every 7 months) and ratings volume (1.2K vs 1). On price, ads and device support there is nothing between them.

cineSync holds the better App Store score, 5.0 against 4.6. That said, the two scores are not equally well evidenced: Pixel Art Camera has 1.2K ratings behind it against 1, so its average is the more settled of the two.
