Verdict
The clearest difference is monetization model: Where is cat? at free against sudo's paid. Where is cat? also leads on ratings volume (33 vs 3) and iOS requirement (12.0 vs 17.0). sudo's advantage is rating (5.0 vs 4.5) and update cadence (every 3 weeks vs every 10 months). On price, ads, in-app purchases and device support there is nothing between them.
