Verdict
LaRC Alerts and C both sit at 4.0 stars, but that hides the real split: 40% of C's written reviews are positive against 0% of LaRC Alerts's. C also leads on update cadence (every 2 months vs every 10 months) and ratings volume (633 vs 2). LaRC Alerts's advantage is ads (none vs shown) and monetization model (free vs ad-supported). On price, rating, in-app purchases and device support there is nothing between them.
