Verdict
The clearest difference is review sentiment: WOW Presents Plus at 75% against OUTtvGo's 11%. WOW Presents Plus also leads on rating (4.6 vs 2.2) and ratings volume (9.4K vs 45). OUTtvGo's advantage is monetization model (free with in-app purchases vs subscription). On price, ads, in-app purchases and device support there is nothing between them.

Both are free to download. OUTtvGo sells 11 in-app purchases, starting at $2.49 per month and WOW Presents Plus sells 2 in-app purchases, starting at $5.99 per month. Whichever you choose, the download price is not the number that matters.
WOW Presents Plus holds the better App Store score, 4.6 against 2.2. That said, the two scores are not equally well evidenced: WOW Presents Plus has 9.4K ratings behind it against 45, so its average is the more settled of the two. Written reviews point the same way: 11% of OUTtvGo's written reviews are positive against 75% of WOW Presents Plus's.
