Verdict
The clearest difference is rating: SLSL Dictionary at 5.0 against SignSchool's 4.5. SLSL Dictionary also leads on review sentiment (100% vs 64%) and update cadence (every 5 days vs every 2 weeks). SignSchool's advantage is ratings volume (148 vs 2) and iOS requirement (12.0 vs 16.0). On price, ads, in-app purchases and monetization model there is nothing between them.
