Verdict
The clearest difference is rating: Paper Maps at 3.9 against CPW Mobile PDF's 3.0. Paper Maps also leads on update cadence (every 3 weeks vs every 22 months) and ratings volume (13 vs 2). CPW Mobile PDF's advantage is in-app purchases (none vs 8). On price, review sentiment, ads and device support there is nothing between them.

Both are free to download. Paper Maps sells 8 in-app purchases, starting at $4.99 per month. CPW Mobile PDF asks for nothing beyond the download.
Paper Maps holds the better App Store score, 3.9 against 3.0. That said, the two scores are not equally well evidenced: Paper Maps has 13 ratings behind it against 2, so its average is the more settled of the two. Written reviews complicate that: 43% of Paper Maps's written reviews are positive against 50% of CPW Mobile PDF's, so the app with the better star average is not the one people write more warmly about.
Paper Maps ships an update every 3 weeks, CPW Mobile PDF every 22 months. The most recent releases landed on October 29, 2026 and October 14, 2026 respectively.
